Billericay Town Council's Planning Procedure

WHO MAKES
DECISIONS ON PLANNING APPLICATIONS?
|
|
Basildon District Council
is the local Planning Authority, and considers planning applications
relating to the District of Basildon at the Development Control Committee
meetings held at The Basildon Centre. Billericay Town Council is a statutory
consultee on planning matters affecting Billericay town and any observations
or comments raised by the Town Council must be considered by the Planning
Authority.

CAN I SEE THE PLANS?
|
|
All copies of planning applications are available for
inspection by members of the public at the Basildon Centre and at the
Billericay Town Council offices. Basildon District Council forward to Town
and Parish Councils for a specified period of time, relevant planning
applications relating to their Town or Parish, and invite Town and Parish
Councils’ comment within 21 days of the date of the letter.

HOW CAN I FIND OUT ABOUT LOCAL PLANNING APPLICATIONS?
|

All planning applications within the Billericay town
boundary are held in the Town Council Office for a specific period of time,
approximately 10 days, and are available for inspection by local residents
during office hours of 9.00 am – 12.30 pm Monday – Friday or by arrangement
with the Town Clerk.

A Notice is displayed on the Town Council Office notice
board and on the notice board facing the Waitrose car park entrance, on the
Friday prior to each Billericay Town Council Planning Committee Meeting,
giving details of plans which have been received to date which will be
included on the next Agenda of the Planning Committee. The agenda can
also be viewed at the library and on our website. It is not the
responsibility of the Town Council to advise neighbours.

WHERE DOES BILLERICAY TOWN COUNCIL COME IN?
|
|
Billericay Town Council Planning Committee meetings
take place on alternate Tuesdays at 7.00 pm at the Coach House meeting room,
Crown Yard, to discuss relevant planning applications advertised in advance
on the notice boards (see above). These meetings are open to the
public and press. If additional meetings are called, notices
will be placed on the notice boards in the normal manner. Details should
also appear on this website.

CAN I ASK A QUESTION OR MAKE A COMMENT TO TOWN
COUNCILLORS?

During the meeting the Chairman has the jurisdiction to
adjourn the meeting for Public Question Time when a member of the public is
able to speak in relation to a planning application. Any member of the
public must give their name and address to the Assistant Clerk or Chairman,
and any comments made must be restricted to planning considerations only.

Once all comments have been taken, the Chairman will
reconvene the meeting and Town Councillors will formulate their comments.
Billericay Town Council’s comments are forwarded to Basildon District
Council within the allocated deadline requested by Basildon District
Council.

WHERE ARE THE DECISIONS MADE? CAN I ATTEND?

Simple planning applications are decided by officers of
Basildon District Council under their delegated powers but contentious
planning applications are considered at a Development Control Committee
Meeting. Included in the District Council Officer’s report on each
planning application will be the relevant Town Council’s comments, if any.
Local residents may attend the Development Control Committee Meeting and ask
questions at the meeting and write in beforehand. Copies of the Agenda
of the Development Control Committee Meeting are available from the Basildon
Centre, or can be reviewed at the Town Council office.

Decisions made by officers and by members of Basildon
District Council on planning applications are forwarded to all Town and
Parish Councils. Further details are available from the Basildon District
