MINUTES OF THE PLANNING COMMITTEE HELD IN
THE COACH HOUSE, CROWN YARD,
HIGH STREET, BILLERICAY ON
TUESDAY 27 MARCH 2007

130 Apologies for Absence

Apologies for absence had been received from Cllrs Rapley, Moore, Stansfield, Devlin, and Cllr Garlick who attended the Basildon DC Development Control meeting.

  1. Approval / Signing of Minutes
    1. Signing of Planning Committee minutes of 27/2/07

      The minutes were signed by the Vice-Chairman as a true record.

      (b) Approval and signing of Planning Committee minutes of 13/3/07
      Following approval, the minutes were signed by the Vice Chairman
      as true record

    2. Approval of Pedestrian/Cycle Routes working group minutes of 19/3/07
      All recommendations were approved and adopted.
  1. Annual Review of Terms of Reference

    The Committee discussed the suggested clause which disqualifies a member from serving on the Committee if they miss a certain number of consecutive meetings. It was proposed by Cllr Pugh and seconded by Cllr Bowditch, with a majority in favour, that if a member fails to attend, and does not submit apologies for 12 consecutive meetings, they would be cease to be a member of the Planning Committee. It was

    RECOMMENDED: The decision to be recommended for approval at the next Town Council meeting.

  2. Essex County Council – Weight Limit Order – Outwood Common Road, Billericay

    The letter and Public Notice was received and noted.

  3. Chelmsford Town Centre Are Action Plan – Alternative Sites Consultation

    The letter from Chelmsford Borough Council was received and noted.

     

  4. Basildon District Council – Overview & Scrutiny Review –
    Parking in Residential Areas

    The letter from Basildon District Council, inviting comments by 13 April was received. Members discussed the problems in the town and surrounding roads caused by commuters and High Street workers parking in residential areas. After discussion it was

    RECOMMENDED: A request for a one hour parking ban (either am or pm) to be imposed on all roads within ½ mile radius of Woolworths Car Park (deemed to be the "centre" of Billericay).

  5. The Gambling Act 2005

    It was noted that a copy of Basildon District Council’s Licensing Policy Statement was in the office for members to view.

  6. Brentwood Borough Council – Adoption of Statement of Community
    Involvement (SCI)

    It was noted that a copy of the adopted document and a copy of the Examination Inspectors Report was in the office for members to view.

  7. Alterations to Existing Zebra Crossing, Perry Street, outside
    Buttsbury County Infants School

The letter from Essex County Council inviting comments on the above was received. After discussion, it was agreed that there were no objections to be alterations.

RECOMMENDED: The clerk to reply accordingly.
