MINUTES OF THE PLANNING COMMITTEE MEETING
HELD IN THE COACH HOUSE, CROWN YARD,
HIGH STREET, BILLERICAY ON
TUESDAY 27th FEBRUARY 2007

Apologies for absence were received from Cllrs. Beale, R. Rapley and T. Stansfield

118 Signing of Minutes of Meeting Held 13th February 2007

Cllr. Garlick made reference to the fact that members of the public had, during the public session at the end of the meeting, referred to the fact that car washing was being undertaken at the Car Park in Crown Road. He enquired as to whether this should have been referred to in the minutes. The Chairman said that as this had taken place during "question time" there was no necessity for it to be recorded in the minutes.

RESOLVED: that the minutes be signed by the Chairman as a true record.

RESOLVED: that the Town Council had no objection to this application.

RESOLVED: that the Town Council had no objection to this application.

RESOLVED: that the Town Council had no objection to this application.

RESOLVED: that the Town Council had no objection to this application.

RESOLVED: that the Town Council had no objection to this application.

RESOLVED: that the Town Council had no objection to this application.

RESOLVED: that the Town Council had no objection to this application.

RESOLVED: the Town Council objected to this application on the following grounds:

bulletDamage to Visual Amenity, due to excessive bulk
bulletDetrimental to street scene – the open aspect of the corner will appear cramped because of the proximity of the side wall with the road.
bulletToo close to the highway boundary (DC29)

Concern was also expressed that from the plan presented the side extension could become a separate dwelling.

RESOLVED: the Town Council objected to this application on the following grounds:

bulletDamage to Visual Amenity, due to
    1. Out of keeping with the street scene
    2. Poor and awkward design

07/00174/FULL – 25 Sun Street, Billericay
Single storey rear extension

RESOLVED: that the Town Council had no objection to this application.

07/00175/FULL – 117 Norsey Road, Billericay
Erect 6 No. detached houses with detached garages

RESOLVED: the Town Council objected to this application on the following grounds:

bulletThe distance between the rear wall of the properties and the rear boundary are too small (DC7/DC18)
bulletPlots 3 and 5 have less than 100sqm rear garden area (DC21)
bulletInsufficient distance between plot 3 –5 and plot 3 – 6
bulletHighway Safety grounds – excessive traffic exiting from one driveway
bulletDamage to Residential Amenity due to
    1. increase in noise and pollution to neighbouring property
    2. density
bulletDamage to visual amenity due to
    1. excessive bulk and height caused by rooms in the roof

A wildlife survey should be undertaken because of the bats and badgers in this area.

RESOLVED: the Town Council objected to this application on the following grounds:

RESOLVED: the Town Council objected to this application on the following grounds:

    1. excessive height and bulk
    2. over-dominance – rooms in the roof
bulletInsufficient rear garden to incorporate rear extension (DC40)
bulletExtension to the front more than 1.4 metres (DC37)
