    Apologies were received from Cllrs Bowditch and Stansfield.

  2. Approval and Signing of Minutes

(a) Approval and signing of Planning Committee minutes of meeting
held 10 April 2007

RESOLVED: After approval, the Chairman signed the minutes as a
true record.

    1. Approval of minutes for Pedestrian/Cycle Routes working group
      meeting held 12 April 2007

RESOLVED: The minutes were approved as a true record.

07/00277/FULL - Land Rear of 4 Tye Common Road, Billericay
3x Bedroom detached bungalow with detached garage to be used by 4 Tye Common
Road
The Chairman read 2 letters of objection.
RESOLVED:
The Town Council objected to this application on the following grounds:-

bulletBackland development (DC 2)
The building would be in the middle of 9 houses
bulletBuilding would appear to be less than 2 metres from highway boundary

07/00387/FULL - 6 Carlyle Gardens, Billericay
2 storey rear extension, rear conservatory and front porch
RESOLVED:
The Town Council objected to this application on the following grounds:-

bullet2nd storey extension contravenes the 45º rule with No. 4 Carlyle Gardens (DC 39)
bulletInsufficient rear garden (DC 40)
bulletExtensions at first floor level, above existing ground floor extensions, should be at least 1 metre from the side boundary (DC 38)

RESOLVED:
The Town Council objected to this application on the following grounds:-

bullet2 habitable rooms are on the boundary

The Town Council had no objection to this application.

RESOLVED:
The Town Council objected to this application on the following grounds:-

bulletDamage to visual amenity due to (1) being out of keeping with the street scene
and (2) excessive bulk
bulletDamage to residential amenity due to (1) over-dominance and (2) over-looking
bulletIf permission is granted, all first floor windows on the westerly elevation should
be fitted with obscure glass

Cllr Dunn declared an interest, took no part in the discussion and did not vote.
