MINUTES OF THE PLANNING COMMITTEE HELD IN

Apologies for absence had been received from Cllrs Beale, Buchanan, Garlick and Stansfield.

155 Signing of Planning Minutes of 8 May 2007

Following approval, the minutes were signed by the Chairman as a true record.

156 Minutes of the Pedestrian Routes Working Party

Members received and considered the minutes of the meetings held on:

  1. 3 May 2007
  2. 16 May 2007

RESOLVED: that the minutes be approved and adopted.

157 Proposed Amendment to Traffic Order

Proposed Introduction of Bus Stop Clearway in Outwood Common Road and Elm Green, Billericay

Members received and considered a letter from the Area Manager Highways South seeking the Town Councils comments regarding the proposal that the current bus stop situated in Outwood Common Road, adjacent to Elm Green, be made a Bus Stop Clearway from 7am to 7pm to prevent intrusion by vehicles other than the service bus route which serve this area. Where vehicles park in the bus stop area this prevents the service bus from entering the lay-by and reaching the kerb line, presenting a large obstruction in the carriageway.

Members of the Committee were in support of this suggestion and it was:

RECOMMENDED: that the Essex County Council be informed that the Town Council supports the proposal.

RESOLVED: The Town Council had no objection to this application.

Demolition of 2 existing dwellings & erection of 4 detached dwellings

The Chairman adjourned the meeting at 7.35 p.m. to enable the members of the public to speak. Meeting reconvened at 7.45 p.m.
RESOLVED: The Town Council objected to this application on the following grounds:

bulletHighway Safety as this is an unmade pedestrian right of way and turning it into a road will cause pedestrian problems. At present it is also used as a set-down and pick-up point for school pupils.
bulletWill contravene DC22 as the refuse disposal point will be more than 12 metres from the highway;
bulletWill contravene DC23 - access for emergency vehicles;
bulletPlot 4 on site plan would overhang onto neighbouring property;
bulletSoakaways for surface water disposal will cause additional problems as The Grove is water logged on many occasions throughout the year;
bulletPlans have not been drawn correctly as Plot 2 on the plan is actually Plot 1 and Plot 1 is actually Plot 2.

07/00570/FULL – The Pilgrim Public House, Mountnessing Road
Erect 3 x 4metre x 4metre jumbrellas, to be positioned on new raised decking & patio seating areas with heaters and lighting
RESOLVED: The Town Council objected to this application on the following grounds:

bulletThe single umbrella at the front of the public house facing North could cause a traffic hazard by obscuring the view of vehicles exiting the car park; the proposed lighting could also cause an obstruction;
bulletDamage to Residential Amenity by increase in noise

07/00571/FULL - 278 Outwood Common Road
1st floor side extension over existing garage together with rear flat roof dormer
RESOLVED: The Town Council objected to this application on the following grounds:

bulletToo close to the boundary and contravenes DC28 and DC38

RESOLVED: The Town Council objected to this application on the following grounds:

bulletDamage to visual amenity and contravenes DC32

RESOLVED: The Town Council objected to this application on the following grounds:

RESOLVED: The Town Council had no objection to this application.

RESOLVED: The Town Council objected to this application on the following grounds:

bulletDamage to visual amenity as out of keeping with street scene
bulletOver-looking neighbouring property

Single storey rear extension incorporating a conservatory
RESOLVED: The Town Council had no objection to this application.

07/00595/FULL – 127 Stock Road
Change of use from A1 to A2 (Accountancy Practice)
RESOLVED: The Town Council objected to this application as it would be a loss of retail space in a secondary shopping area.
