99 Apologies for Absence

Apologies for absence had been received from Cllrs Rapley, Spencer, Pugh, Stansfield, Bowditch and Beale.

100 Signing of Minutes of Meetings Held 19th December 2006 and 2nd January 2007.

Following approval, the minutes were signed by the Chairman as a true record.

101 Proposed Amendment to Traffic Order : Sunnymede Infants & Junior Schools, Mons Avenue, Greenway, Thynne Road, The Meadow Way, Cavell Road and The Rising. Proposed Introduction of Waiting Restrictions – Informal Consultations

The letter from Essex County Council Highways dated 12th December, 2006.

(previously circulated with Agenda for 2nd January 2007 meeting) was received. After discussion it was

RECOMMENDED: The clerk to reply that Billericay Town Council support the amendment to the Traffic Order, and would encourage Basildon DC to ensure that the enforcement takes place so that the scheme can be properly evaluated.

  1. Notification of Appeal

The letter dated 15th December 2006 advising of the appeal (previously circulated with Agenda for 2nd January 2007 meeting) was noted.

103 Essex Minerals & Waste Development Framework:

The Essex Waste Development Document

The letter from Essex County Council Planning dated 20th December 2006 was noted.

  1. East of England Plan – Proposed Changes to the Draft Revision

The letters from (i) EALC dated December 2006 and (ii) Go-East dated 3rd January 2007

inviting comments on the above document were received. After discussion it was

RECOMMENDED: The clerk to reply, stating that the Town Council objects to the new plan with regard to the further increase (to 508,000) in overall housing figures as the report states that these figures should be treated as "floors" not "ceilings". These figures are totally unacceptable as there is no infrastructure to support the additional housing.
